After multiple missed shots, a defensive player grabs a rebound and while controlling the ball, the defender reaches out, tries to grab the ball and while doing so, obviously fouls the rebounder.   Notice the white player reaching around and contacting the rebounder.  The calling official called the rebounder for a violation for swinging the elbows.  This clearly should have been a personal contact foul on the white defender.
